Gaz it's where the cool cat bats hang out I remember some 50s doo wop groups using falsetto too and of course close harmony groups like the Beach Boys and then the 70s disco explosion but falsetto voices were used in classical choral pieces going back hundreds of years. Unusually it's found a home in hard rock too with groups like The Darkness.

It comes down to what you actually mean by "best". In the earlier days Rick was undoubtedly the most charismatic, melodious and powerful and harmonised perfectly with Francis who had a less rounded voice. The passing of years took their toll on Rick's vocals whether by overuse or lifestyle choices but in contrast Francis's voice has seemed to get better, clearer, fuller and more confident and bringing meaning to the lyrics (except for anomolies like the Oriental).

It was really interesting on that recent interview, hearing Francis say that once his voice had "caught on", they tweaked the levels to make the little nasal whine as nasally whiny as possible

Francis voice was one of the main factors for me getting into the overall Quo sound. Was as important as the Style of music. He was different. No one like him.

And I broke the tie for Rick! (Sitting in my Rick shirt, fittingly.)
But yeah, the comment about Francis improving with age and Rick not so much is true. The later live versions of "Mean Girl" sound like someone who's really knowing what he's singing about, whereas the original sounds like a schoolboy (much as I love the musical performance around him!). Alan sounded good at the reunion tours but obviously he hadn't been wearing that voice out much in the years before.
I enjoy hearing Rhino sing the odd song, Andy not so much (his voice is just too thin), but Richie probably is the best of the current line-up although I haven't heard Leon sing yet. None of them have managed to get that blend with Francis that Rick had, and I suppose it's not going to happen again either...
