Timing, as people have mentioned, the timing was just all wrong for Quo. Can't help think 1979 would have been about the perfect time for it. Quo were probably as big and as well known to the UK masses then as they ever really have been, would have gone top 10 for sure and they were sounding pretty good in 1979 on record and live. Yep it's a novelty track and should be judged as that, doesn't mean these things don't have to rock or be good though.

Wasn't this song released a couple of months after that WYW collaboration with German techno gits Scooter?. My God have Quo done some credibility shredding shite just to stay in the public eye or what?.

Good tune, up there with Slade to my ears, but the twee, faux-Celtic 'All Around My Hat' style guitar/keyboard 'riff' sounds pretty naff and reduces it to tackyness. Lyrics are about as good/bad as anyone would write I reckon!
