Reading the following how can Rossi justify still Touring as Quo..?
Status Quo cannot possibly be Status Quo without Rick Parfitt, not only because his unique rhythm style and sound is an integral part of what Status Quo are as a band, but also on a legal basis. Back in 1985 it was ruled by the trial judge on the basis of the evidence submitted by the record company that Status Quo were Francis Rossi and Rick Parfitt. Second, it then stands to reason that since 50% of the band (Parfitt) is now missing, then the other half (Rossi) cannot possibly be representative of the band named Status Quo and is therefore effectively touring as a solo artist.

I would think that the only thing that could stop them carrying on as Status Quo would be a successful legal challenge from Rick.
He has apparently given his blessing to "Status Quo" performing without him, indeed it might be more financially beneficial to him for them to do so, so I doubt he would upset the applecart.
Whether or not the fans continue to accept them as Status Quo is another matter...

I've been to Status Quo concerts with 4,3,2, and 1 member of the band on stage.
Apparently, as long as Francis Rossi is there, it's still a Status Quo gig.
But when I went to see the Francis Rossi solo tour a few years ago, that wasn't a Status Quo gig.
Apparently we are being asked to accept that if Rhino and Andy are also there - it makes it OK to call it Status Quo.
