A lot of the albums had a theme or emblem which related to the album/tour. Piledriver had the gorilla, Supposing & Never too late the rockets, & 1982 the triangle with XX ect

If you look at the Penguin in the artwork, it is also wearing red braces (to hold up trousers)
I have a memory that a Penguin is slang for a man dressed in suit, white shirt and tie. I can't find evidence this is cockney rhyming slang or one that Quo made up. They did invent their own slang too, being from Sarf London and all that!

I'm not really sure how much input the band would have had into the album sleeve designs. I've got an official artist's print of the Quo album artwork and the recent book by him (Dave Field) where he goes into the background of all of the album covers he was involved in. That was his only Quo one and he said the band were just told to turn up somewhere and he would do some sketches of them and take it from there. The concept of the tree had nothing to do with them, although they did ask if he could do something along the lines of Roger Dean's work with Yes etc. That was their only input. Incidentally, he also designed the sleeve for the Reading Festival '73 album. The penguin of course, adorns both the Whatever You Want single and the reverse of the album and I think the so called 'Penguin Crew' came out of that. And we have a flock of them on the Living on an Island single. Maybe 1979 was the Chinese year of the penguin As curiousgirl says, penguin can be slang for a bloke wearing tux etc, like a waiter in a posh restaurant. All guesswork though.

I'm fairly sure the penguin on the celebrity red carpet is wearing a red suspender belt (?)
Possibly some comment on celebrity and whatever the media or the public wants, even a penguin in suspenders!
As curious girl has said, there is the tuxedo/penguin connection.
