I would guess the 12 inch was a record company request for the single release. Quo probably had nothing to with it so they drafts in pip to polish.
Same with all the 12 inch remixes. Quo would have had zero input I guess into the longer -2 inch ain’t conplaining version

It sounds nothing like Francis playing That wasn't my point nor what I was saying! I'm fully aware it's Pip! My point was, there is nothing Pip played there that Francis cannot play! Hence why I said some of Francis' decisions baffle me! He could easily have done it himself instead of having Pip do it! Sometimes it's not question of not being able to do something, but not having the right ideas. Steely Dan often got session musicians in to do parts they "technically" could have done, but maybe not would've come up with like that. David Gilmour didn't mind getting "replaced" on two tracks from The Wall where he had no idea what to do - he then learned those parts for the live shows and did them. Rick played keyboards on quite a few Quo tracks after Roy left, and still they got people like Jimmy Horowitz or Andy in. Francis probably liked the idea of getting a different flavour on the track and with a different player, you automatically get that. And Francis already has a solo in the first part of the song, so two solos by the same guy probably would've been duller in his mind.
