At around the 19 second mark there’s a faint noise ….almost like a whistle or something?
Has anyone else heard it or know what it is ?

No idea but it is strangely familiar, rather like a pressure cooker or whistling kettle winding down. Maybe someone was making tea in the control booth and they opened the door for a moment.

It's like the whistling noise you'd make when indicating something had fallen from the air in a downward trajectory. In the Parachute regiments a disastrous plunge is known as 'whistling'.
Or the real truth is that Roger Whitaker was in the fact the genius behind Quo all along.

It seems less prominent now than it used to be. It's extremely quiet on the remaster but my memory of first hearing the song as a B-side was that it was slightly higher in the mix.
I just took it to be some sort of twiddly special effect.

Wow! I must have heard this song thousands of times but I’ve never ever heard this whistling sound until now when you mentioned it!😳 Scary! I’m quite certain that I will always hear it clearly from now on. The brain sure is a strange thing!😁😅

Police siren? Maybe it's a question for Francis on his speaking tour next year if there's any opportunity. He seems to like the song. There's a noise that comes in a second before the mysterious 'whistling' noise, almost like someone has switched something on and then a second later, there is THE SOUND. Could it be hiss from an amp suddenly being turned on which then immediately becomes some sort of interference? Didn't they mention that at IBC Studios they would pick up police radio on their amps? Or Francis did in his book. Could well be that if you think about it. Maybe it's a police radio broadcast from a police car with the siren on at the time. Why it couldn't have been cut at that point, not sure. But it seems to precede the vocals coming in by a few seconds so maybe it's a vocal mic picking something up.
EDIT: was it police radio, or was it something more sinister? Can't quite remember.
