Francis must have been sick. He's hit higher notes live before
Weird relationship with that song. When it comes on, I love it but, it's not a song I go out of my way to listen to

It's not just about a note in isolation, also about the shape of the melody (compare how Geddy Lee sings "Limelight" on later tours - it's actually higher but easier to sing!), and he kinda faked it already on the studio remake. But there's also one part that definitely sounds like a sore throat, so he probably was sick.
It's also the only version of the song that has a guitar solo. Luke & I wanted to put it on the RTYD deluxe but at the time, the source available wasn't the best and the track was dropped.

Funny thing is, during that time I did some searching for proper archival copies of the Abracadigance and Les Nuls L'emmisions TV performances. The archival company that holds the Les Nuls footage is owned by Universal, so I can guarantee they wouldn't have had to pay massive licensing fees for it... could still have been included, had it not been too late

He was straining throughout the entire number

Wasn't played at the tour, even in the rehearsals of the TV show he was strained too. Yes, it has a gap of almost 20 years, on the solo tour was played, but lowered the key drastically (on the 77 and 91 version is in C and don't remember if in the solo tour is in A or even G), probably because of that.

But it's Rick on RTYD doing the high parts. Francis had to have an off day as even from the beginning, he sounded off Not sure why he was straining as Andy and Rick (And Alan) always done the high harmony

I personally thought he done a good job of it but, knowing him how we know him, he would have sacked it off if he thought he wasn't capable
