Turns out the song was written by Brian Alterman
Here's a demo of the song from 1979 with Pete Kircher on vocals. Turns out he gave the song to Rossi in '84 or '85, I'm guessing that it was to intended to be on the album they started to work on before Live Aid.

I read as much on social media a few months back then promptly lost the post so couldn't verify it on here.
Interesting. Was this one not bizarrely credited to Rossi/Frost on the recent deluxe? Then it was assumed to be Parfitt/Williams. Maybe not so bizarre in light of this.
