I think it was down to Universal's budget. The company that owns the copyright for this footage wanted an extra £20k to release the additional clips.

Same reason why a Bluray wasn't released. That, and also the fact that most of the footage is 4:3 standard definition.
I have to say, as much as the previous releases (Rocking All Over The Years, 25th Anniversary, XS All Areas) with the annoying graphics running along the bottom were, this DVD feels like it's been done on the cheap, regardless of how much they've had to pay to get licensing rights to include the unreleased footage.
The navigation menu looks and feels like it was knocked up on a home PC with some DIY software. There's very little difference between this and just being sent a blank CD-rom with the videos just thrown on there. The latest FTMO reveals that they were still working on it in October, so clearly it doesn't leave much time to get a quality produced item together.
Rossi and Parfitt have admitted that they had nothing to do with its release - they haven't even watched it. It's all a bit different to Pictures, when their stage set had video screens with, ahem, pictures on them.
This whole campaign has left a nasty cheap taste in my mouth.
